Unfortunately , vaquita are simply accidental casualty of the totoaba poaching process , becoming tangled up in nets . While Mexico ’s government has takensome actionto palliate the species ’ downslope , like creating a Vaquita Refuge Area , it has not done enough to control the fishing pattern causing its dying .
